DAMASCUS CITY COUNCIL FINDS COUNTY PUBLICATION THREAT TO CITIZENS.
CITIZENS VOTING RIGHTS SUSPENDED FOR THEIR OWN PROTECTION !
On December 17, 2007 in a bizarre and unreported event at Damascus city hall, the city council dealt swiftly with a threat to Damascan's perpetrated by Clackamas County. While other Clackamas County cities face this same threat and do nothing, the sharp eyes and brave action of the Damascus city council along with the city attorney and manager stood between citizens and the coming calamity.
What or who was this demon sure to ravage the country side?
YOUR VOTER'S PAMPHLET !
That's right, your voters pamphlet was declared a threat and a protective ordinance was written stating, “The city council declares it necessary for the preservation of the public health, welfare, and safety for this Ordinance to take effect immediately upon passage and therefore declares an emergency”.
What was all threatening in the county voter's pamphlet? Turned out it was the text of each measure that city voters would be voting on. That's right, they removed the text of each measure and replaced it with a city staff written explanation. The council decided that this would surely save the people. The attorney was careful to omit any review or correction of this statement and allowed staff to give opinions as to possible effects of each measure. The ordinance was to apply only to measures written by citizens and presented by their petition, but that looked to be a legal problem so it has been applied to city written measures as well.
The Result: Gloom, doom and despair presented on all four citizen written measures. On the other hand, glowing, although inaccurate descriptions, of all four measures written by out of area staff. The attorney in charge (the past general council for Metro), seemed pleased with the unanimous vote from the city councilors.
The act of declaring an emergency prevents any citizen referral of the measure and thus stops any citizen vote on the ordinance.
I don't know how other cities survive without these watchful eyes and protectors of citizens.
The local tabloid bravely chose not to mention any of this, undoubtedly to avoid the panic such a close call could have created.
How well did it work? So far after each election our new Mayor, Jim Wright has declared; The citizens did not understand what they were voting for.
